I bought it legally through Steam, it was up to date, and I asked where I could find a patch to fix this lag.

Either way it was not the game and the solution was to UPDATE YOUR BIOS IF ANYONE HAS THIS PROBLEM. It had something to do with incompatibility with the memory and the game, so updating bios fixes this error.
